About the client
The National Bank of the Republic of Kazakhstan is the country’s central bank; its goal is price stability in Kazakhstan.
Its remit covers monetary policy, the operation of payment systems, supporting financial-system stability and statistics.
Challenges
- Documents for the chairman’s signature were checked by hand — a mistake at that level is expensive.
- The standard “Contracts” process did not track contract performance after signing.
- The work of governing bodies required procedures not covered by the standard configuration.
- A regulator’s requirements for the contour and data protection are higher than standard corporate ones.
How it works
The Bank has run on d8n since 2021: all standard platform processes are automated. The contour and access control are administered on the regulator’s side.
At the Bank’s request, three individual processes were configured. “Contracts” gained performance tracking after signing; “Governing bodies” was adapted to internal procedures.
“Referent” checks the correctness of documents sent for the chairman’s signature: a document does not reach the top executive until it passes the check. The system prepares and verifies; a person decides.
Three customised processes are a deliberate trade-off: the bank does not adapt to the box — the box adapts to the bank.
System scope
Results
- In 2021 the National Bank moved to electronic document flow on d8n.
- All standard platform processes automated; three customised: “Contracts”, “Governing bodies”, “Referent”.
- The Bank does not disclose cycle-time measurements; the scope delivered is verified against the list of processes.
Who it is for
Relevant to regulators, banks and organisations where a mistake in a document on the top executive’s desk costs more than a delay. Find the document where a mistake costs more than a day of waiting — that is where an automatic check belongs.
Questions and answers
Can the system be configured to a central bank’s procedures rather than the other way round?
Yes. For the National Bank of Kazakhstan three processes were customised: “Contracts”, “Governing bodies” and “Referent”.
How do you check documents before the top executive signs?
“Referent” checks documents for correctness: a document reaches the chairman only after the check.
Does the system track contract performance after signing?
In the customised “Contracts” process — yes: a signed contract is the start of an obligation, not the end of the process.
Security and legal validity
- Certified under ST RK ISO/IEC 15408-3-2017, assurance level EAL 4 (No. KZ.7500186.05.01.69209, valid until 26 May 2029); a digital signature has the force of a handwritten one under the Law of Kazakhstan “On Electronic Documents and Digital Signatures”.
- Rights in the system equal the employee’s rights; operations are recorded in the audit log. Legally binding correspondence with government bodies goes through the national e-document exchange, with no paper duplicates. Data is processed and stored in the Republic of Kazakhstan.
